Warren, Ohio — On October 12, 2025, shortly after midnight, Trumbull County dispatchers received multiple 911 calls reporting a domestic disturbance at a residence in Bristol Township. A woman told dispatchers that 41-year-old Brad Bailey was acting irrationally, appeared to be under the influence of drugs, had pushed her, and had taken her phone. She also reported that the couple had been arguing and struggling physically over the phone. Deputies responded to the home, interviewed both parties, and ultimately arranged for Brad to leave the residence. He agreed to stay elsewhere for the night, and deputies transported him to Champion Township. At that point, the situation appeared to have been resolved without an arrest. Several hours later, however, the conflict reignited. Around 6 a.m., the Woman's daughter, called 911 and reported that Brad had returned to the house, taken family members' phones, assaulted several people, and was fighting with her mother. During another frantic 911 call, the woman told dispatchers that Brad had broken into the home through a window, grabbed her by the throat, assaulted her sister. She also reported that he was carrying what appeared to be guns and had left the residence in her white Buick Regal. Family members later gave statements alleging that Brad had assaulted multiple people before fleeing.
After gathering evidence and statements at the residence, deputies determined they intended to pursue charges including domestic violence and strangulation. While officers were still investigating, Champion Township police located the Buick and attempted a traffic stop. Instead of pulling over, investigators say Bailey fled, leading officers on a pursuit through Warren. The chase ended when spike strips disabled the vehicle. Bailey then exited the car carrying what officers believed was a handgun and ran into a wooded area. Bailey ran through the woods to Fourth Street SW into the path of a cruiser driven by a Warren police officer. An image from a dashcam video from that officer’s cruiser shows Bailey in front of the cruiser holding what appears to be a gun. Bailey then ran to the driver’s door and pointed the gun at the officer’s head. He started hitting the window with the gun so hard that he broke part of it off. He moved to the back driver’s side door but couldn’t get in as the other officers who were chasing him on foot showed up. He pointed what was left of the gun at the officers, and he was shot by a Champion officer, a deputy and the Warren officer whose cruiser he tried to get into. They gave Bailey first aid, but he died from his injuries. Investigators later determined the weapon Bailey carried was a realistic-looking replica handgun that had been altered to resemble a real firearm. The one Bailey was holding fired darts. The BCI report states that officers involved in the shooting were unaware the gun was a replica at the time and believed it posed a deadly threat.
