Heavily Armed Suspect Shot by SWAT Officer After Firing at Police During Standoff

Vancouver, Washington — On September 27, 2024, at around 1:24 a.m., Vancouver Police, as part of the SW Washington Regional SWAT team, responded to assist the Clark County Sheriff's Office with an incident in the 5400 block of NE 71st Street. The initial call for service involved a neighbor who was threatening to harm another neighbor, was reported to be armed with a handgun and had fired at least one round into the air. As deputies were arriving, they could hear gunshots being fired. An Uncrewed Aircraft System (UAS) was able to get a view of the suspect, identified as 56-year-old Michael Williams, moving around his property and arming himself with a rifle. UAS video also captured Williams outside the front door of the residence putting on ear protection.

Just inside the open front door, there was what appeared to be a table with multiple firearms and a shooting tripod on it. Williams grabbed what appears to be a rifle and walks away from the front entry area toward another part of the residence. Armored vehicles were used to set a perimeter around the residence. A Vancouver Police Department Crisis Negotiator was communicating to Williams via the Public Address System of an armored vehicle that was positioned in front of the residence. Throughout the incident, Williams was actively shooting at police with a high-powered rifle. SWAT also received information that Williams has shot at least one round into a neighboring residence. Multiple rifle rounds hit a SWAT armored vehicle. One of the rounds struck the front windshield, shattering and nearly penetrating it.

A Vancouver Police Crisis Negotiator was inside the armored vehicle, sitting next to the windshield when it was struck by the Williams's rifle rounds. At approximately 2:36 a.m., SWAT saw Williams standing at a sliding door of the residence armed with a rifle and wearing what appeared to be a ballistic helmet and a gas mask. A Vancouver Police Officer, who is a member of the SW Washington Regional SWAT team, shot Williams in the neck. Williams was pronounced deceased at the scene. A UAS was used to clear the residence. In an upstairs bedroom, multiple boxes of ammunition, rifles, and handguns were located - including a scoped rifle on a shooting tripod pointed out the upstairs front-facing window. No law enforcement personnel or other community members in the area were physically injured during this incident.
